The organiser recognises the colours, but all three scarves combine blue and white. To return the correct one and identify who put it there, the complete stripes must be examined from one end to the other.
What we know for certain
One of these people put their own scarf on the scarecrow. They did not exchange scarves or sew fragments together. Read the stripes from the end marked with a button, which is visible in the photograph.
