One statement describes something impossible to see under the recorded conditions. The other two match the preserved evidence.
What we know for certain
The culprit is exactly the person whose statement is false. The other two statements are true. The package was completely opaque, with no windows or transparent sections. Nobody opened it before the theft, and none of them previously knew what the notebook inside looked like.

01The exterior label
The reception photograph shows the word 'Concurso' ('Competition') on a large label attached to the outside and readable at a glance.
02The wrapping
The package had two layers of opaque cardboard, sealed on every side. No part of its interior was visible.
03The notebook inside
The blue title was printed only on the notebook's cover. It did not appear on any label or external document.
04The red seal
The photograph shows red tape along the edge of the cardboard. No other object concealed it.
05The custody sequence
The guard saw the seal intact during all three observations. It was opened for the first time later, when the contents were stolen.
